The nutrient profile of beef liver, particularly iron, B12 and folate, supports the metabolic pathways involved in neurotransmitter production and red blood cell formation. Low status in any of these nutrients can worsen the fatigue and mood disruption that PMS amplifies. But beef liver is nutritional support for the underlying biology, not a treatment for PMS itself. Iron is required for the hydroxylase enzymes that produce serotonin and dopamine. When iron is low, these enzymes work less efficiently, which can directly affect mood regulation. The effect compounds with the fatigue from reduced oxygen-carrying capacity of iron-depleted blood.
B12 is a cofactor in the methionine synthase reaction, part of the methylation cycle that generates S-adenosylmethionine (SAMe), one of the body's methyl donors for neurotransmitter synthesis (Froese et al., 2019). Low B12 means less SAMe, which means less efficient production of serotonin, dopamine and noradrenaline. Folate feeds into the same cycle and is required alongside B12 for this reaction. Deficiency in either one bottlenecks the whole pathway.
The biochemical pathways are well established. What is not established is that supplementing these nutrients improves premenstrual mood in people whose levels are already adequate. What is less established is the magnitude of improvement a woman will experience from supplementation when her levels are borderline rather than frankly deficient. The honest answer: it varies.

If you suspect your levels are genuinely low, get tested: serum ferritin for iron stores, serum B12 and methylmalonic acid for B12 status, and serum folate. If your levels are normal and PMS symptoms remain severe, the issue is not nutrient status and you should discuss hormonal or other approaches with your healthcare provider.
